Psalm 2:5 - Then he will speak to them in his wrath...

Then he will speak to them in his wrath, and terrify them in his fury, saying, 

Having laughed at the thought of men thinking they can disrupt His will and His purpose, the LORD responds. Notice the LORD’s response, He speaks! It is a wonder He does not destroy those who seek vainly to disrupt His sovereignty. The LORD speaks to them in his wrath and terrify them in his fury. This is to say that the LORD will speak to them as one who is filled or burning with anger. The result of which is terrifying to those set against the Lord. Plumer notes, “When God lets out his wrath, men are troubled, and even nature stands aghast.” The term “terrify” (translated vex in the KJV) means to tremble, to strike with consternation, to torment, trouble, distress, a sense of terror. This will be the effect of the LORD’s words to them.
